It depends on whether the remote employee falls into this NSF definition: “Off-campus or off-site research is defined as data/information/samples being collected off-campus or off-site, such as fieldwork and research activities on vessels and aircraft.”
Those working from home would not fall under this definition.

Who has the authority to sign for Sponsored Program funding vs. provision of Goods & Services?

The University limits who is responsible for certain types of agreements and who has the authority to sign them.

All agreements, whether handled and signed by the Office of Sponsored Programs (OSP), other central offices, or executed by the Dean’s office or their delegate, will include terms and conditions.

OSP:

The Office of Sponsored Programs is the ONLY office delegated to enter into agreements for sponsored awards and related agreements.

Department:

The authority to sign contracts for the provision of Goods & Services is given to the Deans via the University Policy on Sales of Goods and Services, .

Agreements for the provision of goods or services are between the unit providing the goods and services and the customer, which in some cases, is the Federal government. All School/College and specific departmental policies governing signature authority must be followed. Consult with your department administrator or Dean’s office.

  • 91̽Faculty can’t serve as the PI of the SBIR or STTR grant and PI of the 91̽portion of the research at the same time.
  • Investigators involved on the project must disclose any potential significant financial interest via FIDS.

Can I combine two contracts on a single eGC1? For example a research agreement with a data use agreement for that research?

We ask these be split into each having their own NAA eGC1 for a couple of reasons:

  • The party entering the agreement with 91̽may not be the same in each case, even if for same project (e.g. sponsor A will fund project under Research Contract, but party B will provide the data for use on same project under the DUA).
  • We will have documentation specific to each contract that needs to be housed separately in SAGE and not commingled together.

Q1: I need to Change PI but there is no award yet. What do I do?
A1: Route a Non-Competing Revision eGC1 with the new PI. Reference the previous eGC1 in the eGC1 Additional Information section “Previous eGC1” and include relevant comments in the eGC1 Campus Comments section. Attach all sponsor-required documentation and concurrence as applicable.

Q2: What are some sample reasons why a PI might change?
A2: Examples of why a PI might need to change:

  • The PI has left the 91̽or is no longer able to serve as the PI of the award
  • The eGC1 Application PI (e.g., post-doctoral fellow) has transitioned to a permanent 91̽position and can now serve as the eGC1 PI per School policy
  • A Multiple PI listed on an award is going to serve as the eGC1 PI

Q3: Do we use the same process if we are changing a person named on an NIH Notice of Award (NOA) who is not a PI (including if they are listed as a Co-I)?
A3: When you need to change Key Personnel named on an award please follow instructions for Key Personnel Changes. This is the same for Co-I named as Key Personnel.

Q4: What if a Co-I has left the UW?
A4:If a Co-I is Key Personnel on the award, follow instructions for Key Personnel Changes, including when a Co-I has left the UW. Ensure all personnel on the PI, Personnel, & Organizations page of the eGC1 are up-to-date.

Q7: Do we need a [Change of PI Request] form if the application PI is different from the eGC1 PI? This usually happens when a postdoc is transitioning to a permanent position at 91̽when they submit a proposal as a postdoc.
A7: Yes. You will follow the Change of PI process if the Application PI will become the eGC1 PI. If the Application PI is the named PI on the award, prior sponsor approval would not be necessary. Similarly, if a Multiple PI on the eGC1 will become the eGC1 PI, you will also follow the Change of PI process. Prior sponsor approval may be necessary to update the award.

Q8: Do we complete the change of PI form before or after sponsor approval?
A8: It depends. Many sponsors require a formal concurrence request for a change in PI. In these instances the Change of PI form should be completed prior to seeking sponsor approval. Sponsors that do not have a formal process may provide the approval prior to completing the form. Check your award and other sponsor requirements to determine how to proceed.

Q9: Does the Change of PI process require a Dean to sign off on the form? If no eGC1, then how is Dean’s level approving new PI meets eligibility rules?
A9: Yes, the Dean must sign off on a Change of PI form. The form is designed to collect the assurances and approvals that are normally done through routing an eGC1. A new eGC1 is not needed for the Change of PI process.

Q1: If there are multiple PIs (mPIs), do all need to be entered – or just the contact PI?A1: Only the Principal Investigator needs to be entered for the SAGE Budget Worksheet. However, you can also enter application PI or additional PIs if you wish to.Q2: If we create a budget proposal in Excel, can we still submit it as an attachment to eGC1?A2: Yes, to submit your eGC1. But SAGE Budget will be required at time of award when you submit your Award Setup Request.Q3: Is there a benefit to set up 1 period with 60 months vs. 5 periods of 12 months each on clinical trials?A3: The number of periods entered in a SAGE Budget will influence the Workday Award Schedule. If you enter multiple periods, you will need to select each period in the Award Setup Request

Q1: I was approached by my DoD Component Program Manager to submit a proposal using the 15% IDC rate. Can I submit using the 91̽federally negotiated rate?
A1: The 91̽is not adopting the 15% rate and in light of the 6/17/2025 , we can respond and use our federally negotiated rate.

Q2: I have an active DoD award. If I am asked to rebudget, should I?
A2: The DoD Memo indicates that current awards may operate under the originally determined indirect cost rate until a renegotiation is completed, citing a date no later than November 10th. While the recent temporary restraining does not address the renegotiation of rates on active awards, the case continues on all elements of the policy and the 91̽will not submit revised budget documents using the capped rate
