Data may be shared with  91探花(inbound data), shared by  91探花(outbound data), or both.<\/p>\n<p>While university research is premised on the principle of open access to data, when applicable, there are restrictions that may prevent data sharing or require additional terms and conditions in a data use agreement.<\/p>\n<p>A DUA must be in place whenever there are restrictions for any of the following reasons:<\/p>\n<ul>\n<li><a href=\"\/research\/myresearch-lifecycle\/setup\/compliance-requirements-non-financial\/data-protections\/#information-privacy\">Information Privacy<\/a>: protected health or personal data<\/li>\n<li><a href=\"\/research\/myresearch-lifecycle\/setup\/compliance-requirements-non-financial\/data-protections\/#info-sec-national-security\">Information Security \/ National Security<\/a>: data sharing restrictions imposed by the federal government<\/li>\n<li><a href=\"\/research\/myresearch-lifecycle\/setup\/compliance-requirements-non-financial\/data-protections\/#commercial-proprietary-confidential\">Protecting commercial, proprietary or confidential data interests<\/a><\/li>\n<\/ul>\n<h2>Need a DUA?<\/h2>\n<p>The  91探花recommends starting with the\u202f<a href=\"https:\/\/thefdp.org\/demonstrations-resources\/dtuas\/\" target=\"_blank\" rel=\"noopener\">Federal Demonstration Partnership (FDP) DTUA Templates<\/a>.<\/p>\n<p>Complete the Face page with attachments 1 &amp; 3 and select <a href=\"https:\/\/thefdp.org\/demonstrations-resources\/dtuas\/#tab-id-3\" target=\"_blank\" rel=\"noopener\">relevant Attachment 2<\/a>.<\/p>\n<p>If the Data Sharer has a non-FDP agreement, your reviewer may need more information to put the agreement into place. Review the <a href=\"https:\/\/thefdp.org\/demonstrations-resources\/dtuas\/#tab-id-1\" target=\"_blank\" rel=\"noopener\">FDP DTUA or DUA templates<\/a> to help understand the type of information needed.<\/p>\n<p>The Office of Sponsored Programs only reviews and coordinates DUAs and DTUAs that are\u202fsupporting an active or pending sponsored program.<\/p>\n<h3>DUAs Not Supporting Active\/Pending Sponsored Program<\/h3>\n<p>The authority to sign DUAs and DTUAs not in support of an active or pending sponsored program may rest at your college, school, or department level. For example:<\/p>\n<ul>\n<li><strong>College of Engineering<\/strong> DUA\/DTUAs are reviewed and signed at the Dean\u2019s Office level. Requests should go through this online form: <a href=\"https:\/\/www.engr.washington.edu\/mycoe\/research\/agreements\/request-form\" target=\"_blank\" rel=\"noopener\">Agreement and signature request form |  91探花College of Engineering<\/a>. Please send your engineering related DUA\/DTUA questions to <a href=\"mailto:Engr-research@uw.edu\" target=\"_blank\" rel=\"noopener\">Engr-research@uw.edu<\/a>.<\/li>\n<li><strong>91探花 School of Medicine (SoM): <\/strong>DUA\/DTUAs are reviewed at the Dean&#8217;s Office level and signed by the Vice Dean for Research and Graduate Education or Senior Director of Enterprise Records &amp; Health Information (if  91探花Medicine patient data). Please visit the  91探花SoM Resource Portal for more information: <a href=\"https:\/\/resources.som.uw.edu\/administration-and-finance\/uw-medicine-regulatory-business-affairs-office\/som-contracting-and-regulatory-unit-cru\/som-contracting\/data-use-agreements\" target=\"_blank\" rel=\"noopener\">Data Use Agreements | SoM Contracting<\/a>.<\/li>\n<\/ul>\n<p>Applicable <a href=\"https:\/\/thefdp.org\/demonstrations-resources\/dtuas\/\">Federal Demonstration Partnership (FDP) Data templates<\/a>\u202fare available to use for non-sponsored program DUAs and DTUAs.<\/p>\n<p><strong>NOTE:<\/strong><\/p>\n<ul>\n<li>A DUA that is\u202fnot\u202fsupporting an active or pending sponsored program <em>does not route<\/em> to the Office of Sponsored Programs.<\/li>\n<li>The \u201crecipient\u201d on the Face page should reflect the authorized signature.<\/li>\n<li>For example, if the School of Medicine (SoM) is signing a DUA (because it is a SOM DUA and it is not supporting related to an active or pending sponsored program) then the Recipient will list the SOM and the Signature will be the SOM.<\/li>\n<\/ul>\n<h3>DUAs Supporting to an Active or Pending Sponsored Program<\/h3>\n<p>Prepare &amp; route an <a href=\"\/research\/myresearch-lifecycle\/setup\/collaborations\/agreement-types\/after-the-fact-egc1-process\/\">After-the-Fact eGC1<\/a>.<\/p>\n<hr \/>\n<h2 id=\"controlled-access-and-federal-repositories\">Controlled-Access Data and Federal Repositories<\/h2>\n<p>There are <a href=\"https:\/\/uwconnect.uw.edu\/it?id=kb_article_view&amp;sysparm_article=KB0035679\" target=\"_blank\" rel=\"noopener\">security and operational standards<\/a> that must be in place in order to use controlled-access data from a federal repository. You may need to <a href=\"https:\/\/uwconnect.uw.edu\/it?id=kb_article_view&amp;sysparm_article=KB0035682\" target=\"_blank\" rel=\"noopener\">seek an IT environment<\/a> that meets these standards prior to accessing. Please see a listing of <a href=\"https:\/\/grants.nih.gov\/policy-and-compliance\/policy-topics\/sharing-policies\/accessing-data\/requirements\" target=\"_blank\" rel=\"noopener\">NIH Controlled-access Data Repositories<\/a>.<\/p>\n<p>When you are accessing or submitting data to a federal repository such as <a href=\"\/research\/policies\/how-to-request-datasets-from-dbgap\/\">dbGaP<\/a>, NIAGADS, CMS, and are required to complete a Data Submission Agreement (DSA), Data Access Request (DAR) or Data Use Certification (DUC) you will need to submit an Award Modification Request in SAGE.<\/p>\n<p>As part of NIH <a href=\"\/research\/myresearch-lifecycle\/plan-and-propose\/submit-proposal\/post-submission\/#jit\">Just-in-Time submission<\/a> you may also need institutional <a href=\"h\/research\/hsd\/guidance\/gds\/\">Genomic Data Sharing<\/a> certification.<\/p>\n<h3>Prepare your SAGE Request to OSP: Federal Repositories<\/h3>\n<p>Review &amp; follow these steps for dbGaP requests before sending a request to OSP in SAGE. Please see <a href=\"\/research\/policies\/how-to-request-datasets-from-dbgap\/\">How to Request Datasets from dbGaP<\/a>.<\/p>\n<p>There are two scenarios:<\/p>\n<ul>\n<li>Is the DSA, DAR or DUC associated with an existing sponsored program?
