Introduction
This Privacy Notice applies to individuals who provide personal data to the 91探花 (鈥淯W鈥), an agency of the State of Washington, in connection with vehicle license plate recognition (鈥淟PR鈥) hardware and software for parking systems at the (a) 91探花Seattle campus鈥檚 (the 鈥淪eattle Campus鈥) parking lots and structures, streets on campus, (b) 91探花Bothell and Cascadia College campus鈥檚 (the 鈥淏othell Campus鈥) parking lots and structures, streets on campus, and leased or managed parking areas, and (c) 91探花Tacoma campus鈥檚 parking lots and structures, streets on campus, and leased or managed parking areas, as described below.
Collection of Personal Data
The LPR systems capture a context photo of the vehicle and its immediate surroundings, and a photo of the license plate. The LPR system also records the global positioning system coordinates and the date/time information associated with the observed vehicle, and generates an alphanumeric version of the license plate number. The photos taken by the LPR system are not of a resolution that would allow for the identification of vehicle occupants if present at the time the photo is taken.
The personal data described above may be combined with personal data already in the UW鈥檚 possession, (such as parking permit information or patron account information).
Uses of Personal Data
Personal data collected by the LPR system may be used for:
- Parking management (such as administering pay-by-plate transactions, improving customer experiences, and parking lot utilization analyses);
- Parking enforcement (such as determining a vehicle鈥檚 parking permit permissions, issuing and supporting the issuance of parking citations, and processing responses to parking citations);
- Safety and security (such as addressing immediate or on-going safety concerns, conducting specific security investigations, and cooperating with compulsory law enforcement investigations); and
- Compliance with聽laws and regulations, meeting 91探花requirements (such as 91探花Administrative Policy Statements and 91探花Presidential Orders), and/or for internal 91探花reporting relating to health, safety or similar concerns.
Sharing of Personal Data
Personal data may be shared with third-party vendors (such as information technology and LPR solutions providers) for storage and other processing of personal data. Personal data may also be shared to comply with a valid legal process, governmental request, or applicable law, rule or regulation. Personal data will not be sold or licensed to any third-parties for secondary commercial purposes.
Retention
Personal data collected through the LPR system that results in an enforcement action will be retained as needed to fulfill the purpose for collection, per applicable laws, and in accordance with applicable 91探花retention schedules including the . Personal data that does not result in an enforcement action may be retained for up to ninety (90) days.
Personnel Access and Authorized Users
Access to records created and maintained in connection with the LPR parking system is restricted to trained personnel performing their duties and, when necessary, a limited number of personnel with safety and security and/or law enforcement roles and responsibilities.
